We are currently seeking applications for a Regulation Manager (Finance) within the Scottish Housing Regulator based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Regulation Manager (Finance) is a high profile role and crucial to the success of the Regulator. This role forms an integral part of the Scottish Housing Regulator’s finance team and you will play a critical role in monitoring, assessing and reporting on the financial well-being of Registered Social Landlords (RSLs).

The Regulation Managers (Finance) provide expert financial analysis and accountancy advice to the SHR Board, Chief Executive and Directors. The post holder will have a pivotal role in delivering the annual financial risk assessment of RSLs and publication of RSL Engagement Plans. They will produce analysis which will influence SHR’s engagement with individual landlords and with the housing sector as a whole.

Alongside this, the post holder may lead on key external communication publications including SHR’s Statutory Financial Guidance, Recommended Practice and Thematic Studies, Treasury Management Reviews and Regulation Plans.

Qualifications Required
Professionally qualified accountant – CCAB professional accountancy body or equivalent with up to date CPD.

Essential Criteria
1. Excellent critical analysis and evaluation skills with a proven track record in providing expert financial & business analysis and professional accountancy advice to internal and external stakeholders.
2. Experience in dealing with complex financial and business related information as well as an understanding of the principles of corporate governance and business planning.
3. Excellent written, presentation and oral communication skills allowing for sensitive and accessible engagement that influences effectively.
4. Excellent relationship and conflict management skills, with an ability to influence, negotiate and collaborate effectively with external and internal stakeholders at a senior level.
