Overview
The Workforce Planning Policy Unit strives to improve planning for the Health and Social Care workforce. It does this by providing strategic guidance, intelligence and support to Ministers and internal and external stakeholders. It has responsibility for a variety of issues relating to the demand, supply and planning of all staff groups within the NHS Scotland workforce of over 150,000 (whole time equivalent) including the development and delivery of the forthcoming National Workforce Strategy for Health and Social Care. The Unit has also been a key part of the national response to the Covid pandemic, supporting an urgent need to mobilise staff and build workforce capacity through innovative and rapid responses.

This post offers the opportunity to work in a fast-paced unit with a high level of ministerial, parliamentary and media interest and engagement. The post-holder will lead the team in responding to reactive enquiries while having responsibility for delivering longer-term pieces of work. They will work alongside stakeholders to deliver commitments from the workforce plans, develop relevant policy, and support the development of other members of the team.

Main Duties
• Lead the small policy team by co-ordinating and producing succinct, prompt, and high quality briefing for Ministers and senior officials including researching and preparing submissions, speeches for engagements, media lines, FOIs, PQs, FMQs, MiCase and support at Ministerial events.
• Develop and maintain productive working relationships with key internal and external stakeholders, offering responses to publications and reports where relevant and representing the Unit at meetings.
• Lead on the development of policy and actions to improve planning for the health and social care workforce, analysing evidence and making sound recommendations.
• Act as business lead on the delivery of discreet projects, for example linked to the delivery of published workforce commitments, Health Boards' workforce plans and increasing the quality and usefulness of workforce-related statistics.
• Responsibility for the line management of two B2 policy officers.

Essential Criteria
1. Proven track record of excellent communication skills with ability to produce clear and concise information for internal and external stakeholders, including Ministers, to agreed deadlines.
2. Excellent planning and organisational skills, including the ability to prioritise competing demands and deliver results in a fast-paced, changing environment and the ability to work both as part of a team, and on your own initiative.
3. Strong interpersonal skills, including the ability to work as part of a team and to build good working relationships with internal and external stakeholders at all levels. Able to use these skills and abilities to shape and deliver continuous improvement in areas of responsibility.
4. Ability to gather, organise, and analyse evidence from a range of sources in a robust and objective way, in order to make clear policy recommendations and/or present complex information to a range of audiences.

Minimum Time in Post
The successful candidate will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.

In the event that further posts are required, a reserve list of successful candidates will be kept for up to 9 months.
