We are currently seeking applications for a Service Owner within the Product and Commercial Division based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. DDaT Pay Supplement
This post attracts a £4,000.00 DDaT pay supplement after a 9 month DDaT competency qualifying period.  Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Overview
Your role as the Service Owner will have a significant impact by leading a team to complete targeted reviews of Public Sector Digital and Technology spend to identify opportunities for collaboration, innovation, and reduce duplication. This service will drive value through a "Once for Scotland" approach to Digital and Technology delivery supporting alignment to the Scottish Government Digital Strategy.

This team will provide a critical service to Scotland and the Public Sector ensuring there is visibility for organisations, and programmes on key planned digital and technology spend increasing awareness and promoting knowledge share across the public sector.

This role sits within the Product and Commercial division, part of Scottish Government’s Digital Directorate. The aim of the division is to help central government and related organisations deliver products and adopt digital business models that will produce well designed, accessible and inclusive public services. This is supported by modern, flexible and digitally-focused commercial and procurement processes.

As part of our commitment in the revised digital strategy ,we will introduce spend controls on digital/IT investments to accelerate the implementation of common platforms, processes and standards and eliminate unnecessary duplication in procurement, ensuring we utilise what already exists.

Essential Criteria
1. Experience of policy delivery, with strong programme, project, and contract management skills.
2. Ability to build strong productive relationships, that allow careful handling of sensitive issues including the ability to communicate complex issues in a way that influences a broad range of stakeholders.
3. Strong experience of leading and managing multi-disciplinary teams to deliver tangible change, including working with external stakeholders.
4. Ability to think creatively and analytically, using different sorts of information to solve problems.
