We are currently seeking applications for a Challenge Sponsor Manager within the Directorate for Digital based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

This role sits within the Product and Commercial Division, a newly established area of Scottish Government’s Digital Directorate, central to developing digital business models and supporting the objective of becoming a digital government.

There are three complimentary programmes in the division:

• Creation of a new payments platform, helping influence and shape delivery of a user-focused shared service for rollout across the public sector;
• Development of a digital commercial service, to transform the way in which digital projects are procured and managed;
• The award-winning CivTech programme with its aim of solving real-world problems through innovative partnerships between the public and private sector

The digital strategy “Realising Scotland’s Full Potential in a Digital World” highlights the push to introduce shared technology platforms, starting with common approaches to publishing information, applying for services, and making and receiving payments. The Product and Commercial Division is key to informing the way in which Scottish Government develops common platforms and services for use across the wider public sector.

CivTech® is the world’s first Government-run accelerator for digital public services. Its mission is to drive innovation in the public sector by connecting it to the nation’s tech talent, particularly SMEs and start-ups which, though sources of huge innovation, are rarely engaged by the public sector. It is here to deliver better public services, save money, and improve the lives of citizens.

CivTech® breaks the decades-old mould of public procurement. Instead of proscribing a set solution it takes challenges faced by organisations and asks for potential solutions. It uses public / private procurement partnerships to support their development into products capable of meeting the immediate challenge and being developed into a product that can be marketed internationally. It combines proven private sector methodologies including challenge competitions and accelerators, adapting them for the public sector.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Other qualifications equivalent to these may also be acceptable, if you are in any doubt please contact to discuss.

Essential Criteria
1. Awareness of agile project management methodology
2. Knowledge and understanding of public procurement processes
3. Commercial awareness and contract management
4. Awareness of commercial dynamics between public sector organisations and SMEs/ Start Ups.
