We are currently seeking applications for a Finance Business Partner within the Directorate for Financial Management based in Edinburgh or Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Finance Programme Management Division has expanded in order to provide enhanced professional and strategic financial support as a result of the increased complexity of Scotland’s finances.

Finance Business Partners are either embedded within specific areas or have responsibility for one or more Ministerial spending portfolios and are critical to providing high quality financial support and advice to a range of stakeholders, including Ministers and Senior Officers, as well as supporting effective financial management, best value decision making and robust control.

Qualifications Required
You must be a suitably experienced and qualified accountant (CCAB professional accountancy body or equivalent) with up to date CPD, strong technical accountancy and financial management skills.

Essential Criteria
1. You must have excellent communication skills that have resulted in the building of effective relationships within the Finance community as appropriate and, critically, with senior stakeholders and customers.
2. You will have experience leading and implementing effective, sustainable change, modifying and improving behaviours and improving customer interactions, financial management outcomes and accountability.
3. You must have the ability to constructively analyse, scrutinise and challenge financial and business plans and systems within a partnership context. You must be able to demonstrate that you can understand and communicate complex finance and business matters to non-experts staff both orally and in written reports.
4. You must have a sound understanding of value for money within a policy and/or service delivery context and be able to demonstrate how you have used this experience to improve efficiency and/or lower costs in an innovative or creative fashion.
