We are currently seeking applications for a Graduate Programme – Commercial Capability Officer within the Scottish Procurement and Commercial Directorate based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

Information about the Business Area
The Scottish Procurement and Commercial Directorate (SPCD) provides a range of commercial, property and programme and project management services to our colleagues in the Scottish Government and wider public sector in Scotland. It is also the Centre of Procurement Expertise for developing procurement legislation, policy and best practice in Scotland and for promoting our Scottish Model of Procurement, which embeds sustainability at the heart of all we do.

SPCD is committed to developing capability to enhance procurement and commercial skills and ensure that our customer organisations receive the highest quality and level of support.

Qualifications Required

Essential Criteria
1. Ability to learn quickly, with strong prioritisation and organisational skills, being adaptive and bringing ideas to continuous improvement.
2. Strong relationship management skills including being able to communicate clearly and effectively. Evidencing an understanding of the importance of well-written communications.
3. Ability to use project skills appropriately and proportionately to identify performance gaps and trends and make recommendations for improvement.
4. Analysis and use of evidence skills with the ability to interpret complex information, including financial data, and to report findings clearly.
