We are currently seeking applications for a Senior Portfolio Specialist within Scottish Procurement and Commercial Directorate based in Glasgow or Dundee. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

Applications are invited for a B3 Senior Portfolio Specialist post based in the More Powers Implementation Procurement Team (MPIP) of the Scottish Procurement and Commercial Directorate. MPIP provides procurement advice & support to Scottish Government Directorates to implement the powers which transferred to the Scottish Parliament following enactment of the Scotland Bill in 2016. The post holder will report to a C1 Portfolio Manager who is based at Atlantic Quay Glasgow.

The purpose of this post is to provide procurement and commercial support to Social Security Scotland, the post-holder will be based at the Social Security Scotland office in either High Street Glasgow or Dundee House, Dundee. The post holder will be expected to attend occasional meetings as requested at Atlantic Quay Glasgow or Victoria Quay Edinburgh. Applicants should state their preference for either Glasgow or Dundee in their application form.

The role will involve working with key stakeholders in Social Security Scotland, Scottish Government and Central Government bodies and UK other government departments e.g. DWP & CCS.

There is a possibility that the post may migrate to Social Security Scotland in the next 24 -36 months.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Proven track record in the delivery of the full end-to-end procurement process, including tendering; supplier and contract management; and negotiation.
2. Strong analytical skills with the ability to draw out key messages and findings to make recommendations and/or support decisions at senior levels.
3. Strong interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels and working in collaboration with internal and external colleagues.
4. Strong communications and engagement skills with proven ability to articulate complex procurement and commercial issues clearly and succinctly to range of internal and external stakeholders.
