We are currently seeking applications for an Information and Data Manager within the Directorate for Energy and Climate Change based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Good quality drinking water is essential to protect public health.  This is an opportunity to support the vital work of the Drinking Water Quality Regulator to ensure Scotland’s drinking water meets the highest of standards.

The Drinking Water Quality Regulator for Scotland (DWQR) is responsible for the scrutiny of Scottish Water and the supervision of local authorities’ activities with regard to their drinking water quality duties. The DWQR is also the Competent Authority for the Network and Information Systems Regulations for the water sector in Scotland.  The DWQR has a small team of technical and policy staff to support the delivery of this work.

The DWQR’s role requires access to a varied range of datasets and the tools to maximise the information gained from them.  The successful applicant will provide support to the DWQR by taking responsibility for the delivery and maintenance of a data management system which holds data relating to drinking water quality in Scotland.  This will require them to have project management skills and the ability to understand user requirements and confidently communicate them.

The applicant will also be expected to analyse drinking water and other data so as to provide the DWQR with monitoring information on the quality of Scotland’s drinking water and assist technical staff with investigations.

The applicant will have some knowledge of cyber resilience and will be involved in the assessment and protection of Scotland’s drinking water systems from the threat of a cyber-attack. 

The applicant will, ideally, have skills in relation to data handling and presentation including the use of Geographical Information Systems (GIS) as well as Cyber resilience.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Good analytical skills to be able to interpret and present conclusions from the data submitted to support the work of DWQR, innovating where appropriate.
2. Experience of taking responsibility for delivering technical projects which take account of new technologies, support the work of colleagues and deliver better outcomes.
3. Ability to prioritise work and manage workloads with minimum supervision to meet competing deadlines.
4. Strong oral and written communication skills with the ability to work as part of a team and experience of engaging with a wide range of external stakeholders.
