We are currently seeking applications for a Policy Manager within the Directorate for Social Security based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

To deliver Ministerial ambitions of delivering a different approach to disability benefits, a consultation on Disability Assistance was launched in March setting out our policy intent.  This is an exciting time to join the team, the consultation results are in and the team are gearing up to develop a person-centred approach to disability benefits, one which treats each and every individual who will access the social security system with dignity, fairness and respect. 

Delivering Disability Assistance offers us an opportunity to have a positive impact on a huge number of people who contribute significantly to our communities, adding talent, diversity and richness to our society.  Many are restricted in their life choices because of the barriers put in their way. We now have the opportunity to remove some of these barriers and help people secure the financial support that they need to aid day-to-day life. 

We are taking forward a number of actions to remove the stress and anxiety that many people experience when they apply for disability benefits such as ensuring that there are no profit making organisations involved in assessments.   We are also working with people with lived experience to co-design our new approach from application to award.  

The post holder will have the opportunity to shape the current policy proposals in line with our principles.  This is the largest transfer of powers since devolution, these forms of assistance are incredibly complex and sit within an equally complex social security landscape.  This requires fast paced delivery, attracting significant interest from Ministers, Parliamentarians, Stakeholders and the public.  You must be highly motivated, able to interpret and communicate complex information in a clear and unambiguous manner and build meaningful working relationships with stakeholders across a range of sectors while upholding our ethos, values and principles.

The Disability Benefits Team consists of 2 Team Leaders, 4 Policy Managers and 5 Policy Officers.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Strong interpersonal skills with proven ability to build credible and effective relationships across a diverse range of colleagues and stakeholders in order to collaborate and deliver shared goals.
2. Proven ability to communicate complex issues with a broad range of stakeholders, both in writing and orally. This includes the ability to provide advice to, and communicate with, senior stakeholders.
3. Ability to interrogate and distil analysis and evidence to support policy development and decisions.
4. Able to work independently with a proven ability to prioritise and balance competing demands and workload pressures.
