We are currently seeking applications for a Platforms Delivery Manager within the Directorate for Social Security based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

The Smith Commission proposed the devolution of significant welfare powers to the Scottish Parliament. Many of these powers are set out in the new Scotland Act. Social security benefits of around £2.9bn will be transferred from the UK Parliament, including powers to create Scottish benefits for those of working age. This will allow the Scottish Government to establish many elements of a Scottish social security system. Ministers will wish to use these powers to demonstrate the competency of the Scottish Government in delivering new services effectively and to outline a distinctive Scottish approach to social security. This is a high-profile and exciting area, with continuing political, public and media interest.

The Social Security Directorate is a relatively new Directorate which is expanding rapidly to manage the devolution of social security powers through the Scotland Act 2016. The Chief Digital Officer has a remit to provide infrastructure and systems to support both the wider social security programme and the creation of the new Social Security Scotland Agency.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Experience of working in enterprise-level / multi-site projects, delivering critical services into a large scale production environment
2. Experience of Project and Programme Management with a successful track record of delivering effective IT solutions with preference to Agile methodology
3. Experience of managing internal and external ICT delivery partners through system development lifecycles to deliver effective IT solutions
4. Strong communication and relationship management skills.
