We are currently seeking applications for a Response Manager within Legal Services based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Response Unit is a policy team that sits within the Scottish Government Legal Directorate (SGLD). The purpose of the Response Unit is to co-ordinate and lead SG's response to the Inquiry in its capacity as a core participant. To that end, the Response Unit anticipates and responds to the policy and wider implications of the Inquiry as it progresses, collaborating with colleagues within SG (including its Executive Agencies) and liaising with stakeholders across the public sector. The Response Unit also identifies, reviews and transfers SG information to the Inquiry in accordance with its requirements, and supports SG witnesses to give their evidence. The Response Unit works closely with, and instructs, its legal team based in SGLD Litigation Division.

The Inquiry was established in 2015 under statute and is independent of SG. The purpose of the Inquiry is to raise awareness of the abuse of children in care, and in particular, to identify the failures which allowed abuse to happen. The Inquiry may make recommendations to improve legislation, policy and practice, to better protect children in care and support adult survivors. The Inquiry, chaired by Lady Smith, began its first phase of public hearings in May 2017 and will continue until such time as its work has been completed. The Inquiry’s terms of reference is available on its website. Responding to the Inquiry effectively is a top Ministerial priority.

Given the nature of responding to an Inquiry and the interconnection between everyone’s work in the Response Unit, the team adopts an agile approach and works flexibly to support each other to meet pressures which may fall on different parts of the team from time to time.

The Response Unit has a bespoke professional support and well-being package in place for the team; and everyone in the Unit looks out for, and supports, each other.

ualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Strong personal resilience and an ability to recognise when others may need additional support.
2. Excellent team working and interpersonal skills, including confidence working in a high profile and sensitive environment with a range of colleagues across government to influence and drive forward delivery.
3. Excellent communication skills, both written and verbal, with the ability to communicate effectively with different audiences.
4. The ability to analyse a range of material to identify and resolve issues which may be complex and span policy portfolios.
