We are currently seeking applications for a Senior Project Manager within the Communications, Ministerial support and Facilities directorate based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. This role sits within the Projects Unit, part of the new Estates, Facilities and Security and Business Continuity Division. The Projects Unit leads on the delivery of a range of property-related projects across the estate of the core Scottish Government. The estate comprises a wide variety of building types located at around 70 sites across mainland Scotland and the islands.

Projects range in scale from those that derive from planned or reactive maintenance to large-scale works including the delivery of Smarter Working.

The post holder will be responsible for the delivery of a programme valued at c. £10 million per annum. The primary means of procuring these works is through the Scottish Government’s maintenance contractor. A new maintenance contract is currently being procured by the Facilities Unit. The management and use of this contract will require close working between the Projects Unit and the Facilities Unit. In addition to working with the maintenance contractor and, when required, external advisors, successful delivery requires collaborative working across a number of internal stakeholders. These stakeholders include House Teams, Environmental Management Team, Security Team and the Scottish Procurement and Commercial Directorate.

The Senior Project Manager will lead a team and ensure that projects are delivered on time, budget and quality. The post holder will have direct line management of three B2 Project Managers; there are also 2 B1 Project Officers in the team. The post holder will be part of the Projects Unit management team.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Experience of planning, organising and overseeing the delivery of complex multi-service projects in a facilities environment. Delivery should have included the use of external suppliers and appropriate project management tools.
2. Excellent communication skills that: clearly convey ideas and information; enable good liaison with customers and stakeholders and; can influence senior level decision makers.
3. An enthusiastic adopter of change with the ability to motivate staff, colleagues and other stakeholders in support of the successful delivery of business objectives and project goals.
4. Experience of having successfully managed high-value, complex budgets.
