We are currently seeking applications for 6  Implementation and Participation Consultants within The Promise based in Edinburgh.  This is a fixed-term and pensionable appointment and the new entrants will normally start on the minimum of the pay range.  Candidates with a disability who meet the essential criteria below will be invited to the assessments. The promise will make sure Scotland listens to children and adults with live experience of Scotland’s system of care, families and the paid and unpaid workforce and deliver the changes needed.
The post will support the delivery of The Promise and ensure that it is included in the plans of a specific portfolio of key stakeholders. Within the agreed portfolio this role will also ensure that the voice of the care experienced community are heard and continue to be at the heart of informing and influencing the improvement agenda.
Working within the Planning, Design and Implementation Unit, the postholder will be part of the team to deliver a change programme to ensure that all the Calls for Action detailed in The Promise are systematically embedded into national and local plans and support the delivery of the actions. The Implementation and Participation Lead will provide the strategic direction for the team whilst the Implementation and Participation Manager will ensure that the workplans are operationalised, monitored and adjusted as appropriate.   
The Consultants will work alongside their aligned stakeholders to ensure that meaningful participation is embedded into each organisation whilst collectively building capacity to enhance structural and systems listening. 
Making sure children and their families are listened to and meaningfully and appropriately involved in all decision-making about their care will be central to the implementation of the change programme, with the team driving this approach to becomes ‘business as usual’ by 2024 at the very latest. 
The change programme will be collaborative and purpose-driven, maintaining and enhancing the momentum of the Care Review’s stop-go programme and building on the culture of appreciative enquiry to sustain the goodwill and buy-in of key stakeholders, whilst reaching out to establish new relationships.  
The Implementation and Participation Team will provide a practice link to The Promise for all local and national stakeholders all across Scotland, including umbrella bodies. The Implementation and Participation Consultant(s) will uphold and champion the Care Review culture and to achieve the full and effective implementation of The Promise, the Care Review’s vision.
As with other The Promise team members, there will be the requirement to be flexible and to provide support for other aspects of The Promise business as and when required.
The team will be incubated in Scottish Government for up to 9 months while work takes place to explore options of being housed externally therefore the current roles are short term fixed term appointments until 31st March 2021.
The Promise particularly welcomes applications from those with care experience. All care experienced individuals who can demonstrate they meet the essential criteria and skills requirements for fully acceptable performance in their application will be given an interview.
Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.
Other qualifications equivalent to these may also be acceptable, if you are in any doubt please contact to discuss.

Essential Criteria
1. A strong track record of working to deliver change within the children’s sector or similar.
2. Have an ability to apply an understanding of implementation or improvement or systems methodology within practice.
3. Have experience of working to facilitate effective participation within a change agenda. 
4. Have experience of building and managing relationships with a diverse range of stakeholders.
