We are currently seeking applications for the Head of Counter Fraud Profession within the Directorate of Internal Audit and Assurance.  This post can be based in either Victoria Quay, Edinburgh, EH6 6QP, or 4 Atlantic Quay, 70 York Street, Glasgow, G2 8AE, but travel between these offices will be required at times.  This is a permanent and pensionable appointment and all new entrants will normally start on the minimum of the pay range. This post will enhance the counter fraud capacity and capability in the Scottish Government (SG). They will work with the Governance and Risk team on counter fraud policy; lead / support operational and assurance activity; ensure the SG continues to implement national counter fraud measures and standards; regularly review guidance and documentation to strengthen the SG's approach to fraud; work with business areas to review and develop effective fraud and error detection measures; and work with stakeholders across the Scottish public sector to promote a national focus on counter fraud and drive cross-organisational counter fraud measures and post event assurance.

Main duties
• As Head of Profession, coordinate with colleagues across SG, its Executive Agencies, and relevant UK Government departments, on professional standards and qualifications which meet the needs of the business and are in line with best practice.
• Participate in cross-Government forums to ensure that the SG keeps pace with its counter-parts in the UK, and contributes to the further development of national standards. Utilise connections to enable the sharing of tools and technologies.
• Engage with the network of counter fraud contacts across the Scottish public sector, to develop an ethos of continuous improvement.
• Act as a catalyst to implement robust counter fraud measures and post event assurance in Scottish wide schemes, working with relevant SG colleagues and associated public sector bodies.
• Working with colleagues, review and update documentation on fraud, error, bribery and corruption; identify and take actions to raise awareness of counter fraud within the SG; and develop and drive the plan to ensure the SG continuously meets best practice standards. Provide subject matter expertise, including promoting approaches using data analytics.
• Use practical and technical knowledge to assess key fraud risks within the SG, and work with business areas to ensure controls are in place and post event assurance activities are undertaken.
• Co-ordinate and lead on any counter fraud investigations within SG alongside other relevant resource.
• Co-ordinate and lead on identifying and creating a shared investigatory capacity across the Scottish Administration.
• Build engagement with Police Scotland to support fraud prevention activities and fraud investigations.
• Contribute to the reporting to the Permanent Secretary and Scottish Government Audit and Assurance Committee on counter fraud issues and activity, progress on the further development of counter fraud measures, and the outcomes from post event assurance.
• Provide advice and support to Ministers as required, including at any Parliamentary committees where counter fraud issues are discussed.

Qualifications Required
A relevant / related qualification is required, such as CIPFA ACFS, CIIA, or CCAB.

Essential Criteria
1. Significant relevant experience that demonstrates knowledge and understanding of counter fraud measures and post event assurance, along with the ability to challenge existing ways of working and deliver tangible improvements.
2. A strong record of building and maintaining effective collaborative relationships with internal and external stakeholders at a senior level, and in leading networks to deliver change.
3. Excellent communication skills, both oral and written, with the ability to convey difficult messages and / or complex technical issues with simplicity, gravitas and impact.
4. The ability to take forward significant strands of work with a large degree of autonomy, identifying strategic opportunities and prioritising competing demands.
