Overview
We are currently seeking applications for a Head of Finance and Procurement at the Scottish Public Pensions Agency (SPPA) based in Tweedbank near Galashiels in the Scottish Borders. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The SPPA is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers', Police and Fire-fighters' pension schemes in Scotland. The Agency is currently delivering an innovative change programme to position it for the future, with a focus on public service delivery in a digital environment.

Main duties
The Head of Finance and Procurement will work closely with the Chief Executive to deliver the Agency's strategic vision and implement improvement initiatives. The professional financial standards that are applied to the Agency are the IFRS as adapted for the Public Sector within the Government Reporting Manual (FReM).

• As a member of the Senior Leadership Team support, develop and implement SPPA's strategic objectives sustainably and in the public interest.
• Direct and manage a team of professional staff carrying out Finance, Payroll, Procurement and Contract Management related functions and accountable to the Accountable Officer
• Direct and manage a range of Agency 'stewardship' functions in relation to budget, financial and performance management, , assurance, internal controls.
• Support effective governance of SPPA through development of corporate governance arrangements, reporting frameworks and corporate decision making.

Qualifications Required
Degree-level qualifications and/or significant relevant experience will be required. If you are in any doubt please contact us to discuss.

Qualified Accountant with significant and proven experience of operating in a senior role (must have a recognised professional qualification).

Essential Criteria
1. Broad experience and expert understanding of principles of accounting under International Financial Reporting Standards.
2. Significant experience in a senior leadership role, with the ability to develop dynamic teams, structures and processes in an environment of continuous improvement.
3. Strong influencing leadership and motivational skills to network effectively and develop relationships with both internal and external stakeholders.
4. Excellent written and oral communication skills, including experience communicating complex information to a diverse range of audiences.
