We are currently seeking applications for Senior Portfolio Specialists within the Collaborative Procurement Division based in Glasgow or Edinburgh. These are permanent and pensionable appointments and new entrants will normally start on the minimum of the pay range. Procurement Pay Supplement
These posts attract a £3,250 Procurement pay supplement after a 9 months Procurement competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Overview
Applications are invited for two B3 Senior Procurement Portfolio Specialist posts within the Collaborative Procurement Division; a Division of the Scottish Procurement and Property Directorate. The Division is a centre of procurement expertise and places national and sectoral frameworks for use by public sector organisations throughout Scotland.

These posts are within the ICT procurement team which has responsibility for strategic ICT procurement arrangements for the Scottish public sector.

The first post involves establishing high value/high risk collaborative ICT arrangements and cover traditional frameworks and dynamic purchasing systems focussing on key commodity areas such as; ICT Services, Networks and Products but also involves flexible working across wider ICT commodity areas.
The second post is within the Digital Commercial Service which has responsibility for delivering strategic contracts on behalf of the Digital Directorate - working with wider SG departments and some wider government departments/agencies. The contracts will be tendered using a wide variety of traditional frameworks, possibly dynamic purchasing systems (DPS) as well as full advertised procurements.

Each post will be managed by a C1 Portfolio Manager. Previous experience working in an ICT/digital environment is not essential.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Proven track record and understanding of the full end-to-end strategic procurement process, including strategy development, tendering, supplier and contract management and negotiation with a clear working knowledge of public procurement.
2. Strong analytical skills with the ability to draw out key messages and findings to make recommendations and/or support decisions at senior levels.
3. Strong Interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels to influence and maximise collaboration across the Scottish public sector.
4. Proven track record in the delivery of procurement projects and programmes.
