We are currently seeking applications for A MarPAMM Project Officer within Marine Scotland Science based in Aberdeen. This is a Fixed Term – Fair and Open and pensionable appointment until the 30th September 2022. New entrants will normally start on the minimum of the pay range. The Renewable Energy Environmental Advice (REEA) group is part of the Renewables and Energy programme (RE) of Marine Scotland Science (MSS). REEA provides advice to the Marine Scotland Licensing Operations Team (MS-LOT) to support the assessment of environmental impacts of marine renewable and construction developments. REEA also provides advice to Marine Scotland Marine Planning and Policy division (MS-MPP) in support of renewable energy policy, marine environment policy and on Marine Protected Areas (including Special Protection Areas and Special Areas of Conservation).

REEA undertakes applied research and collaborates with universities and research institutes on relevant aspects of work relating to marine ornithology, marine mammals, diadromous and marine fish, fisheries, benthic ecology and physical processes. This is through both commissioned work and participation in externally funded projects.

REEA is partner in a number of collaborative projects and contracts that are delivering a range of outputs of direct relevance to strategic objectives of the Scottish Government. These include: Marine Protected Area Monitoring and Management (MarPAMM) and Collaborative Oceanography and Monitoring for Protected Areas and SpecieS (COMPASS).

This is a fixed term appointment until 30 September 2022 in which the successful candidate will work for 100% of their time on the EU INTERREG VA funded MarPAMM project.

MSS’s work within the INTERREG VA funded MarPAMM project is focused upon the two Work Packages (WP) titled “T1: Seabird Monitoring” and “T3: Marine Mammal Monitoring”. The MarPAMM project is led by the Agri-Food and Biosciences Institute (AFBI) in Northern Ireland while the Seabird Monitoring and the Marine Mammal Monitoring work packages are led by Marine Scotland Science (MSS). The WPs will deliver seabird population viability analyses and pressure mapping, passive acoustic monitoring (PAM) for marine mammals, development of the seabird census, assessment of the impact of anthropogenic noise on marine mammals, and the provision of access to Vessel Management System (VMS) data to the University College Cork (UCC) project partner.

This post will co-ordinate the delivery of both Work Packages across five project partners. Supported by senior staff the post holder will co-ordinate management of the schedule of works including reporting monthly progress against project deliverables, information required for associated budgets, monitoring and tracking of tender specifications and sub-contracts. The post will also prepare, organise and report on meetings between partners and wider stakeholders.

Qualifications Required

For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. A good background understanding of the biology and conservation issues relating to marine mammals and seabirds in north-west European waters.
2. Experience of successfully co-ordinating delivery of projects and project budgets that involve multiple partner organisations, and reporting progress back to funders.
3. Excellent written and oral communication skills, with the ability to explain project management and technical concepts to varied audiences.
4. Excellent interpersonal skills, demonstrating the ability to influence and persuade key stakeholders and other contacts while maintaining good working relationships.
