We are currently seeking applications for a Head of Innovation and Supply chains within Transport Scotland based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Low Carbon Economy Directorate within Transport Scotland works collaboratively across Government and the public and private sector to accelerate the transition to zero-emission mobility in a way that maximises benefits to the Scottish economy through innovation, services founded on public value and growth of supply chains. The commercial context in which the Directorate operates – the fast-paced world of zero emission technology development – presents a particular set of challenges.  In this space, the Directorate operates in a unique capacity, bridging both policy and project delivery.  Commercial experience and innovation expertise is essential in this role, to ensure that the right policy levers are chosen to nudge the market in the optimal policy direction.  

The Directorate has a focus on collaborative and innovative policy making and delivery, which is support by an annual investment budget. The Directorate consists of 30-40 people led by a management team.

This post is a unique opportunity to join the Directorate's management team to shape the policies and markets that underpin Scotland’s Transport system during a period of immense innovation and change. The impact of COVID 19 has added greater urgency to enabling changes and innovation in mobility and its role in our economy and society. 

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1.  Strong commercial experience of delivery across the full commercial and pre-commercial lifecycle, including expert knowledge of: investment frameworks, the research-to-market cycle, and access to finance for emerging technology/low TRL-projects. Understanding of commercial policies and their practical application as well as the ability to implement the latest commercial methodologies.
2.  Excellent knowledge of the transport sector, including deep understanding of the future of mobility, with rounded understanding of policy development and implementation, including expertise in policy evaluation.
3. Excellent interpersonal skills, with proven ability to work strategically with a range of stakeholders at a senior level, working across boundaries  to deliver outcomes. 
4. A team builder, who works collaboratively and collegiately, with a track record in motivating and developing a team while managing projects or initiatives.
