As Fixed-Term Appointments (without fair and open competition) are already exceptions to Civil Service Commission's Recruitment Principles they cannot under any circumstances be extended over 23 months and must not have held a previous fixed term appointment (without fair and open competition) or secondment in the 12 months prior to the appointment start date.

DDaT Pay Supplement
This post attracts a £4,000.00 DDaT pay supplement after a 9 month DDaT competency qualifying period. Pay supplements are temporary payments and are subject to regular review.

National Records of Scotland (NRS) is a Non-Ministerial Department (NMD) within the Scottish Administration and is responsible for the Census in 2022 for Scotland.

In this post the Senior Solution Architect will be the technical authority across multiple work streams within the Census 2022 programme. They will be accountable for the technical solution being delivered. This will involve managing multiple stakeholders and design assurance against 3rd party deliverables.

Main Duties
• Owning and maintaining the technical architecture for multiple programme work streams within Census 2022 to the agreed governance model.
• Providing design assurance against 3rd party deliverables.
• Acting as the technical authority for each work stream.
• Engaging with programme stakeholders to understand and identify the scope of technical needs and propose and design appropriate solution/technical architectures.
• Supporting the Census 2022 programme management community to drive project objectives through to completion.
• Undertaking rigorous analysis to develop an understanding of solution and technology options to recommend the most appropriate approach across different environments and operating models.
• Supporting colleagues with technical expertise where required.
• Acting as trusted advisor to stakeholders (internal and external) on best practice use of technology.
• Taking ownership of a solution across the programme lifecycle.
• Assessment and quantification of risks associated with design decisions.

Essential Criteria
1. Demonstrable experience of designing enterprise-wise technical solutions, strategies and roadmaps which successfully enable business outcome(s) within an agreed governance model.
2. Experience of working with strategic partners to architect, design and/or assure complex technical solutions against policies, standards and design patterns.
3. Commercial and organisational awareness and understanding of the factors influencing successful delivery of technology programmes and projects.
4. Demonstrable knowledge of a wide field of technical domains across cloud, application, data and infrastructure.
