We are currently seeking applications for an Senior Business Analyst (benefits) within the Product and Commercial Directorate based in Victoria Quay, Eidnburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. DDaT Pay Supplement
This post attracts a £4,000 DDAT pay supplement after a 9 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

The post holder will work as part of the multi-disciplinary spend controls team, reviewing a public body's digital and technology investment pipeline. Initially the Business Analyst will carry out a detailed review of the organisation's spend in the context of different funding streams and will be required to construct a pipeline of financial investment on digital and technology project. This will be used as input to the spend control process.

The post holder will use their judgement to identify particular areas of spend that are potentially risky for further investigation through the spend controls process. They will work with the public body to collect more detailed information on the individual item of spend, assist with elements of the detailed review and agree the final outcome of the review with the public body.

The spend controls process will entail review of:

• The governance processes that the public body follows for reviewing and approving spend on digital and technology services.
• The structure and capabilities of the public body's digital transformation and ICT operations teams.
• The current technical architecture.
• The financial reporting processes associated with digital and technology spend.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Essential Criteria
1. Solid track record of business analysis in a digital/ICT project environment.
2. Can work collaboratively with an organisation to successfully gather, collate and analyse information and can identify the key results of the analysis.
3. Experience of budgeting and cost management for projects and services.
4. Experience of forecasting and measuring benefits.
