We are currently seeking applications for a Smart Policy Manager within Transport Scotland based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Transport Scotland is the national transport agency for Scotland and is accountable to Parliament and the public through Scottish Ministers, with a budget of around £2 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment.

This post supports the project delivery aspects of the forward thinking smart and integrated ticketing and payment programme, which was established to deliver the Scottish Government’s vision - ‘That all journeys on Scotland’s public transport networks can be accessed using some form of smart ticket or payment’. The programme also covers the future transport concept, Mobility as a Service, and digital travel information data provision.

The smart and integrated ticketing team is based in Transport Scotland’s Concessionary Travel and Integrated Ticketing Unit (CTITU) within the Bus, Accessible and Active Travel (BAAT) Directorate. By modernising and making access to public transport easier more convenient, it aims to encourage model shift to more sustainable public transport and reduce reliance on private car, supporting the key Government agenda to reduce carbon emissions. The role is part funded by the Low Carbon Travel and Transport Programme through the European Regional Development Fund (ERDF).

An integral part of public transport, the smart portfolio works with all Transport Scotland directorates, as well as closely with inter-directorate colleagues, for BAAT objectives.

The team is now seeking a Smart Policy Manager to help deliver this cross cutting remit with responsibility for:
• Delivery of the Transport (Scotland) Act 2019 legislation relating to Smart & Integrated Ticketing and Open Data measures
• Development and delivery of smart portfolio policies to meet the Ministerial Vision, Scottish Government and National Transport Strategy objectives
• Engagement with cross cutting policy colleagues to ensure consistency for concessionary, smart and integrated ticketing and travel open data purposes

The post holder will develop an understanding of the key policy issues, emerging trends and broader issues for transport as smart and integrated ticketing technology, mobility, future transport and digital and data requirements evolve

Essential Criteria
1. Experience of producing or contributing to the production of high quality policy advice and analysis, preferably in a regulatory context.
2. Experience of working collaboratively to develop policy, with the ability to engage, communicate and be credible with a wide range of internal and external stakeholders.
3. Demonstrate strong analytical skills with an ability to interpret and analyse diverse sources of often complex or technical information at pace and use this in policy development, considering impact on other policies or government outcomes.
4. Strong organisational and planning skills, including the ability to manage a range of competing priorities and tasks responding quickly and flexibly to new demands.
