We are currently seeking applications for Heat Supply Chain Policy Officer within the Directorate for Energy and Climate Change based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Energy and Climate Change Directorate leads the Scottish Government’s work to develop a thriving decarbonised economy, with world-class public utilities and the best outcomes for Scottish consumers. This post is based in the Consumers and Low Carbon Division, which leads on the development and delivery of the Scottish Government’s ambitious Heat in Buildings Strategy.

The draft Heat in Buildings Strategy, published in February this year, sets out our long term vision to transform the heating of Scotland’s building stock by 2045 with an ambition to switch 1 million homes and an estimated 50,000 non domestic buildings to zero emissions heating systems in the next 9 years (by 2030). The Strategy is a key part of delivering Scotland’s statutory emissions reduction targets.

This pace of change will ultimately require a peak annual replacement rate of over 200,000 installations, significantly in excess of the current heating system replacement rate of 120,000 per year.

As well as presenting significant challenges for the heating industry and its supply chain, the heat transition also presents clear opportunities to create jobs and economic opportunity for Scotland. The successful post holder will work with our enterprise agencies and industrial partners to ensure that the heat in buildings supply chain is prepared to deliver, and that Scotland is well positioned to take advantage of economic opportunities of the transition.

The post-holder will have an eye for detail, be comfortable working with a diverse group of stakeholders; be confident in distilling and communicating complex information and have strong organizational and project management skills.

This post reports directly to a C1 team leader.

Essential Criteria
1. Ability to analyse data and evidence to inform policy decision making, including briefing senior officials and Ministers.
2. Strong planning and organisational skills including the ability to prioritise work to achieve deadlines.
3. Experience of working collaboratively with relevant stakeholders to deliver policy outcomes.
4. Ability to communicate policy intentions through clear written and oral communications.
