We are currently seeking applications for a Implementation Manager within the Mental Wellbeing and Social Care Directorate based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. DDaT Pay Supplement
This post attracts a £4,000 DDaT pay supplement after a 9 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Mental Wellbeing & Social Care Directorate are leading on a major flagship government initiative to create a National Care Service (NCS) for Scotland with digital strategy at core of design and delivery. The Social Care Data and Digital Division has been created to give additional capacity in the Mental Wellbeing and Social Care Directorate to build towards implementing the Scottish Government's commitment to create a National Care Service.

Independent Review of Adult Social Care (IRASC) stated that the National Care Service should address gaps in national provision for social care and social work in relation to workforce planning and development, data and research, IT and, as appropriate, national and regional service planning. National Care Service is the largest and most complex transformation programme since devolution. Building on the findings of IRASC, the Scottish Government is seeking to shift the paradigm of care, strengthen the foundations of what is working, and transform the system that underpins care in Scotland. With the promise and opportunity of a National Care Service, we have the chance to meet this ambition and provide person-centred care and health data and digital-enablement to help people plan and support their own care; supporting better outcomes in Scotland by enabling human-rights based approach to care.

The post holder will be a key part of the team of the Social Care Data and Digital Division in supporting the creation of a National Care Service that meets the needs of service users and public sector stakeholders. Reporting to the NCS Digital Programme Director, the post holder is accountable for planning the delivery of complex products and services across national, regional and local functions/organisations. The Digital Implementation Manager will lead on delivery planning and implementation for digital aspects which will support the NCS target operating model. The role requires strong leadership and communications skills, adaptability and strategic planning skills are essential.

Essential Criteria
1. Experience of working in multi-site programme delivery environment, delivery of critical services into a large scale service-delivery environment using Agile methodology.
2. Experience of procurement activities from inception to completion, and subsequent supplier and contract management.
3. Strong leadership experience coupled with strong communication and relationship management skills.
4. Experience in delivering large-scale transformation across multi-agency organisations; ensuring strategic capability and capacity for successful benefits realisation.
