We are currently seeking applications for a Head of Finance and Procurement within SAAS based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria below will be invited to the assessments.

The successful candidate will join SAAS which is an executive agency of the Scottish Government (SG) and responsible for assessing and paying student awards for Scottish domiciled students in Higher Education throughout the UK. On behalf of the SG, we administer budgets of around £1.4 billion each year, making payments to both educational institutions and over 190,000 students a year.

Qualifications Required
Applications are sought from suitably CCAB qualified members with proven post qualifying experience in a financial management position.

Essential Criteria
1. Ability to build and sustain positive relationships with internal and external stakeholders including senior leaders and the ability to negotiate around different and competing points of view.
2. Excellent oral and written communication skills with the ability to communicate complex information clearly, succinctly and to a wide range of audiences.
3. Significant experience of financial management within a complex organisation, including development of monthly management accounts, financial reporting and annual accounts as well as being able to demonstrate strong technical credibility and an excellent understanding of current legislation.
4. Understanding of effective financial processes, controls and budgetary tools, including ability and experience of implementing systems effectively across an organisation.
