We are currently seeking applications for  Project Managers within National Records of Scotland (NRS) based in Edinburgh. These are 23 month fixed-term (without fair and open competition) and pensionable appointments and new entrants will normally start on the minimum of the pay range. As Fixed-Term Appointments (without fair and open competition) are already exceptions to Civil Service Commission's Recruitment Principles they cannot under any circumstances be extended over 23 months and must not have held a previous fixed term appointment (without fair and open competition) or secondment in the 12 months prior to the appointment start date. These roles will sit in our Delivery Directorate and, as well as managing the core activities of the Directorate, will work in other areas of NRS for short periods to critical programmes and projects to ensure flexibility and a core of PPM delivery experience in the organisation.
The roles will be responsible for the development of detailed plans, identification and management of cross project dependencies; identification and management of associated risks, issues, change, resource management and regular reporting into the programme governance structure.

Qualifications Required
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

Main Duties  
• Work closely with Programme Management to define the project delivery approach and maintain a strong Project Delivery structure and culture.
• Define, document and lead on the delivery of each project and their outputs within agreed cost, timescale and resource budgets.
• Prepare realistic project schedules and plans, and ensure they are maintained.
• Evaluate all key project deliverables, as well as final products to ensure traceability of requirements, high quality and client acceptance.
• Monitor and control resources, timescales and costs reporting tolerance breaches and other issues to Senior Management, providing options and proposed resolutions as appropriate.
• Identify, assess and manage risks, opportunities and issues in line with programme guidance to maximise the success of the project and to minimise negative impact to quality, budget, and time line.
• Where project control is in jeopardy, the creation of contingency plans in conjunction with the project owner and other senior management as required, implementing a revised project schedule, scope or budget in a timely manner.
• Provide effective leadership to the project using your expertise to support the continuing development of Project Delivery capabilities within the programme.

Essential Criteria
1.Significant experience of delivering complex and responsive initiatives to predefined deadlines.
2.Proven experience of managing substantial projects and working effectively with resources.
3.Experience of working on a project which included a Digital or IT deliverable
4.Ability to build networks and partnerships, and developing strong relationships with a range of stakeholders e.g. suppliers and other members of the team.
