We are currently seeking applications for a Regulation Manager (Finance) within the Scottish Housing Regulator based in Glasgow. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Scottish Housing Regulator (SHR) is a Non-Ministerial Department. We regulate registered social landlords (RSLs) and local authority housing services in Scotland. Our staff are civil servants and are subject to Scottish Government main terms and conditions. We regulate social landlords to protect the interests of people who receive services from them. We have an annual revenue budget of £4.7m and receive services from Scottish Government for IT, HR, payroll and internal audit. The Regulation Manager (Finance) is a high profile role and crucial to the success of the Regulator. This role forms an integral part of the Scottish Housing Regulator's finance team and you will play a critical role in monitoring, assessing and reporting on the financial well-being of RSLs.

The Regulation Managers (Finance) provide expert financial analysis and accountancy advice to the SHR Board, Chief Executive and Directors. The post holder will have a pivotal role in delivering the annual financial risk assessment of RSLs and publication of RSL Engagement Plans. They will produce financial analysis which will influence SHR's engagement with individual landlords and with the housing sector as a whole.

Alongside this, the post holder may lead on key external communication publications including SHR's Statutory Financial Guidance, Recommended Practice and Thematic Studies, Treasury Management Reviews and Analysis of the Finances of Registered Social Landlords report.

Qualifications Required
Professionally qualified accountant – CCAB professional accountancy body or equivalent with up to date CPD.

Essential Criteria
1. Excellent critical analysis and evaluation skills with a proven track record in providing expert financial & business analysis and professional accountancy advice to internal and external stakeholders.
2. Experience in dealing with complex financial and business related information as well as an understanding of the principles of corporate governance and business planning.
3. Excellent written, presentation and oral communication skills allowing for sensitive and accessible engagement that influences effectively.
4. Excellent relationship and conflict management skills, with an ability to influence, negotiate and collaborate effectively with external and internal stakeholders at a senior level.
