We are currently seeking applications for a Head of Portfolio and Governance within the National Records of Scotland based in Ladywell House, Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. NRS is looking for an experienced senior portfolio and governance professional to develop and embed a robust portfolio framework and approach to strategic change management. This roles reports to the Delivery Director and is part of the senior leadership team in the newly established Delivery Directorate.
As Head of Portfolio and Governance in NRS you will be responsible for designing, implementing and managing the corporate change portfolio and the underlying governance framework required to ensure the organisation is delivering its strategic objectives. At a time of significant change and delivery priorities, including Census 2022, this role will be instrumental in shaping the processes, guidance, documentation and engagement needed to establish an integrated infrastructure for project and change initiation.

Essential Criteria
1. Proven experience of establishing a new portfolio and governance function.
2. Demonstrable experience of leading and building teams to deliver a common goal.
3. Strong track record of leading the implementation of an effective, sustainable change or project that improves outcomes.
4. Excellent communication and engagement skills that have resulted in the building of effective cross-functional relationships.
